Mishnah 10 in the first chapter of Maseches Bikkurim lists who brings bikkurim and also recites the declaration: "V'eilu mevi'in bikkurim" - these bring bikkurim and also read over them the passage of the bikkurim declaration.
The conditions for bringing that the Mishnah lists:
"Min ha'Atzeres v'ad heChag" - the time for bringing is from Shavuos until Sukkos.
"MiShivas haMinim" - from the fruits of the seven species with which Eretz Yisrael is praised.
"MiPeiros shebeharim" - fruits other than dates should be brought from a mountainous region, since there they grow with superior quality.
"MiTemaros shebe'amakim" - dates should be brought specifically from those that grow in the valleys, since the ones that grow in a valley are of finer quality.
"UmiZeisei shemen" - the olives must be fit and good enough to produce oil from them.
"Me'ever haYarden" - the bringing is not limited to the fruits of Eretz Yisrael alone, but includes also the eastern side of the Jordan River.
The opinion of Rabbi Yosi HaGlili:
On this Rabbi Yosi HaGlili disagrees and says: "Ein mevi'in bikkurim me'ever haYarden, she'einah eretz zavas chalav ud'vash" - one does not bring bikkurim from that region on the eastern side of the Jordan River, because it is not considered a land flowing with milk and honey.
The basis of his words is the wording of the declaration recited in the passage of bikkurim: "And He gave us this land, a land flowing with milk and honey." In the opinion of Rabbi Yosi HaGlili, this description does not fit the region across the Jordan, and therefore bikkurim are not brought from there.
In summary: in this Mishnah we learned the conditions for bringing and reciting - the time from Shavuos until Sukkos, bringing from the seven species, fruits from the mountains and dates from the valleys, olives fit for oil, and also fruits from across the Jordan; and the opinion of Rabbi Yosi HaGlili, who rules out bringing from across the Jordan because it is not a land flowing with milk and honey.
